Fraud or not?

Good day, everybody! Sorry, my post will be in English but hope some of you would be able to help me with the situation I am facing right now.
Half a year ago I arrived to the Netherlands for studying and also became interested in making electronic music, so from little I started to buying synths and other studio gear just to get everything I need for music production. So far, buying in the NL was only good experience - had around 7 deals and all of them went quite smooth for both parties.
At the moment, I am facing a bit frustrating situation and I hope you will be able to help me making the right decision. Around a month ago I found a Belgian company, which sells and rents the pro audio equipment called "Sound Inc.", they have advertisments on both marketplaats and 2dehands.be. I found myself a few cool devices and agreed to pay the money before the shippment. On the 25th of February I transferred the money (450 eu) to the Belgian account and a guy Jan confirmed the transaction and told me that he will pack 2 devices and will inform me when he will send them. Up to now, he didn't provide me the tracking number of parcel and all my questions like: when you gonna send the devices ? are answered - today or tomorrow we will ship them.
So, guys, should I be worried about that? For me such this situation is quite strange as Sound Inc. is quite official and doesn;t look like a fraud company, having official webpage and so on.

Your experience sort of mirrors mine with another Belgian synth dealer, where the company is totally legit, but the people operating it are very lax in dealing with their commitments (being obtusely slow with shipping, giving at best one sentence updates on shipping enquiries). My guess is, eventually, the items will arrive for you. Keep hounding them for a couple of days more. Maybe subtly hint that you're exploring legal options if they're still evading.
 
But it only was last week right? I would not worry that quickly. Some companies are slowwww.
 
I think it will be allright, most synth "companies" I came upon were people selling from their own houses, or even their parents.

don't think i ever missed same-day-shipping ;)

some companies/people/traders take their time. i think that is pretty rude. people pay their money and expect their item. also, i have noticed people tend to be a little nervous about getting what they ordered. many people worry about long distance buying. it's a good thing to put people at ease by shipping promptly. people at ease make for a world at ease.

and yes, i love quick deals. if i had had the patience, i'd probably be a medical doctor.
 
but the most strange thing that all three times when the seller replied to my mail inquiry with very similar phrases like: "the things has been packed and we are waiting for UPS to pick up today or tomorrow". And all three times he didn't send them.
 
So, guys as I Imagined the guy doesn't reply about the shipping time, nor about the reason for the delay for 2 weeks. I suppose It is time for me to start doing something. What steps you would recommend me to get my money back at least? Or is there any other ways resolving the conflict? Once again, thanks and sorry for "stupid" questions. Wish nobody will get the same "deal" as I did.
